為規(guī)范環(huán)境空氣非甲烷總烴連續(xù)監(jiān)測(cè)系統(tǒng)安裝與驗(yàn)收、日常運(yùn)維和質(zhì)量控制等工作,提高環(huán)境空氣非甲烷總烴自動(dòng)監(jiān)測(cè)數(shù)據(jù)質(zhì)量,中國(guó)環(huán)境監(jiān)測(cè)總站聯(lián)合上海市環(huán)境監(jiān)測(cè)中心等單位組成的編制組,研究制定了《環(huán)境空氣非甲烷總烴連續(xù)自動(dòng)監(jiān)測(cè)系統(tǒng)技術(shù)規(guī)定(試行)》(以下簡(jiǎn)稱《技術(shù)規(guī)定》),并于2021年1月印發(fā)全國(guó)生態(tài)環(huán)境監(jiān)測(cè)系統(tǒng)試行。
為確?!都夹g(shù)規(guī)定》中的各項(xiàng)指標(biāo)科學(xué)可行,編制組組織市場(chǎng)較常見的非甲烷總烴連續(xù)自動(dòng)監(jiān)測(cè)儀器開展實(shí)驗(yàn)室標(biāo)準(zhǔn)氣體和環(huán)境空氣比對(duì)測(cè)試,15臺(tái)儀器40余位技術(shù)人員參與測(cè)試,近20種標(biāo)準(zhǔn)氣體,獲取有效數(shù)據(jù)幾十萬(wàn)條。根據(jù)儀器實(shí)際測(cè)試結(jié)果,并經(jīng)過(guò)儀器廠商交流和多次專家討論,重點(diǎn)針對(duì)環(huán)境空氣中非甲烷總烴濃度水平低等特點(diǎn),明確了環(huán)境空氣非甲烷總烴連續(xù)自動(dòng)監(jiān)測(cè)系統(tǒng)的方法,根據(jù)實(shí)測(cè)數(shù)據(jù)提出了環(huán)境空氣非甲烷總烴連續(xù)自動(dòng)監(jiān)測(cè)系統(tǒng)驗(yàn)收的性能指標(biāo)要求,包括檢出限、空白、峰型、校準(zhǔn)曲線、24h漂移、重復(fù)性、準(zhǔn)確性、高濃度殘留、響應(yīng)時(shí)間、多組分示值誤差等,以及系統(tǒng)質(zhì)量控制的周期和要求等。
環(huán)境空氣非甲烷總烴不僅對(duì)大氣環(huán)境和人體健康有重要的影響,也是光化學(xué)監(jiān)測(cè)網(wǎng)的重要監(jiān)測(cè)指標(biāo)之一。生態(tài)環(huán)境部《關(guān)于加強(qiáng)揮發(fā)性有機(jī)物監(jiān)測(cè)工作的通知》(環(huán)辦監(jiān)測(cè)函[2020]335號(hào))文件要求“加強(qiáng)VOCs自動(dòng)監(jiān)測(cè)能力建設(shè),有條件的城市逐步開展NMHC自動(dòng)監(jiān)測(cè)試點(diǎn)工作”,目前國(guó)內(nèi)有100余個(gè)城市已經(jīng)開展了環(huán)境空氣非甲烷總烴自動(dòng)監(jiān)測(cè)。隨著《技術(shù)規(guī)定》的印發(fā)試行,系統(tǒng)安裝、驗(yàn)收和運(yùn)維質(zhì)控等相關(guān)工作開展將有據(jù)可依,監(jiān)測(cè)數(shù)據(jù)的準(zhǔn)確性和性會(huì)進(jìn)一步提高,根據(jù)試行過(guò)程中的反饋意見我們也將不斷修訂完善。

Haohan Chromatographic (Shandong) Application Technology Development Co., Ltd. has developed and produced the HH-NMHC-1 special packed column for backflushing, the core component of the direct measurement of non methane total hydrocarbons, with high column efficiency, good separation, symmetrical peak type and accurate and reliable results.
In order to standardize the installation and acceptance, daily operation and maintenance, and quality control of the continuous monitoring system for non methane total hydrocarbons in ambient air, and improve the quality of the automatic monitoring data for non methane total hydrocarbons in ambient air, a compilation team composed of China National Environmental Monitoring Center and Shanghai Environmental Monitoring Center has studied and formulated the Technical Regulations for Continuous Automatic Monitoring System for Non methane Total Hydrocarbons in Ambient Air (Trial) (hereinafter referred to as the Technical Regulations), The National Ecological Environment Monitoring System will be issued for trial implementation in January 2021.
In order to ensure that all indicators in the Technical Regulations are scientific and feasible, the preparation team organized the continuous automatic monitoring instruments for non methane total hydrocarbons, which are common in the market, to carry out the comparative test of laboratory standard gas and ambient air. More than 40 technicians from 15 instruments participated in the test, nearly 20 kinds of standard gas, and obtained hundreds of thousands of valid data. According to the actual test results of the instrument, and through the communication between the instrument manufacturers and many experts' discussions, the method of the continuous automatic monitoring system for non methane total hydrocarbons in the ambient air was clarified, focusing on the low concentration level of non methane total hydrocarbons in the ambient air. based on the measured data, the performance index requirements for the acceptance of the continuous automatic monitoring system for non methane total hydrocarbons in the ambient air were proposed, including the detection limit, blank, peak type, calibration curve, 24h drift Repeatability, accuracy, high concentration residue, response time, multi-component indication error, etc., as well as the cycle and requirements of system quality control.
Non methane total hydrocarbon in ambient air not only has an important impact on the atmospheric environment and human health, but also is one of the important monitoring indicators of the photochemical monitoring network. The Notice on Strengthening the Monitoring of Volatile Organic Compounds (HBMH [2020] No. 335) issued by the Ministry of Ecology and Environment requires "to strengthen the capacity building of VOCs automatic monitoring and gradually carry out the pilot work of NMHC automatic monitoring in cities where conditions permit". At present, more than 100 cities in China have carried out automatic monitoring of non methane total hydrocarbons in ambient air. With the issuance and trial implementation of the Technical Regulations, the system installation, acceptance, operation and maintenance quality control and other related work will be based on evidence, the accuracy and reliability of monitoring data will be further improved, and we will continue to revise and improve according to the feedback during the trial implementation process.
