加強(qiáng)無組織排放控制要求是本標(biāo)準(zhǔn)的一大特色。標(biāo)準(zhǔn)將無組織排放分為五個(gè)過程,一個(gè)是工藝過程無組織排放源,四個(gè)是通用設(shè)施無組織排放源(VOCs物料儲(chǔ)存控制要求、VOCs物料轉(zhuǎn)移和輸送控制要求、設(shè)備與管線泄漏以及敞開液面VOCs逸散)。其中VOCs物料轉(zhuǎn)移和輸送控制要求、設(shè)備與管線泄漏的無組織排放要求參考與該標(biāo)準(zhǔn)同步發(fā)布的《揮發(fā)性有機(jī)物無組織排放控制標(biāo)準(zhǔn)》(GB37822-2019)。

工藝過程無組織排放的控制要求主要是加強(qiáng)設(shè)備的密封和物料投加、卸放等容易造成VOCs散逸環(huán)節(jié)的控制措施。VOCs物料儲(chǔ)存方面主要是控制儲(chǔ)罐的排放,制藥企業(yè)的儲(chǔ)罐規(guī)模相對較小,因此管控規(guī)模限值也相對更低一些。還有敞開液面VOCs逸散,因?yàn)榇蟛糠种扑幤髽I(yè)需要考慮除臭等原因,所以要求采用加蓋和密封等措施。VOCs的無組織排放要求實(shí)行分區(qū)管理,對位于重點(diǎn)地區(qū)的制藥企業(yè)要求達(dá)到更高的無組織排放控制水平。

 對于廠區(qū)內(nèi)無組織排放的管控,本標(biāo)準(zhǔn)增加了VOCs無組織排放限值,地方生態(tài)環(huán)境主管部門可根據(jù)當(dāng)?shù)丨h(huán)境保護(hù)需要自行確定具體實(shí)施方式。根據(jù)目前調(diào)研的結(jié)果,如果車間內(nèi)部控制好,滿足要求不會(huì)有太大的壓力。
